What you change here is not scoped to a tenant. Platform defaults, the catalog and staff access apply across every organization on the platform.

Access is granted, never requested.

A Platform Admin adds staff in Admin → Staff. There is no self-serve route in and no request form pretending otherwise — a queue nobody owns is worse than a closed door.

Sign-in is Google, and it is matched.

The account you sign in with has to resolve to an active platform staff record with a verified address. Signing out ends the session on the server, not just in this browser.
